A tax intercept/refund offset means your federal refund was reduced because the Treasury applied it to a past-due debtin the Treasury Offset Program (TOP).
Common debts that can cause an intercept
Refunds may be offset for things like:

Past-due child support

Debts to federal agencies

State income tax obligations

State unemployment compensation debts
How you’ll know it happened
If your refund is offset, you should receive a notice that shows:
